Izmir Planning Agency (IZPA) is founded by Izmir Metropolitan Municipality and works in synergy with various units of the municipality and other institutions.

IZPA uses science, ecosystem information and citizen participation as key inputs, to develop strategies and action plans for Izmir. These strategies and activities are overseen by three committees that operate at international, national and local levels. Individual members of these committees take part also in thematic working groups, which design sectoral programs.

The committees and working groups of IZPA serve also as channels to leverage the synergy between Izmir and cities around the world. The strong interactions between Izmir and other metropolises underpin the Cities With Circular Culture Alliance striving to support the development of circular cities.
